ARTICLE 40:10(c) AND YOU If you are one of the estimated seventy colleagues who have taken or will be taking the decision to retire or voluntarily "separate" from the university before 1 July 1996, Article 40:10(c) of the Collective Agreement may be of interest to you. This article provides retired academic staff with preferred consideration for available sessional lecturer teaching positions under certain conditions. According to the Collective Agreement, the employer shall make reasonable efforts to provide teaching for retired members up to the equivalent of two full credit courses, if, in the opinion of the department, that retired member's qualifications are at least relatively equal to the qualifications of the best other candidate. Remuneration for this shall not be less than $8,020 per full credit course or equivalent or $4,400 for a half credit course. In cases where the dean agrees, upon the recommendation of the department, that there is a continuing need for graduate supervision by a particular retired faculty member, the faculty member will be compensated at a rate of not less than $6,000 per annum. This provision in the Collective Agreement allows the university access to experienced teachers at a bargain price, and provides for an income supplement for retired members who wish to remain active in the classroom. The present financial climate provides considerable motivation for the university to avoid giving sessional appointments to retired faculty if cheaper sessional appointments can be obtained. If you are a retired member wishing to take employment as a sessional and find that you are not being given the stipulated preference for such teaching, please contact the CUASA office. CUASA COLLECTIVE AGREEMENT 1991-1994 CUASA does not have any of the 250 extra copies of this agreement originally ordered left. This agreement, only supposed to be in effect for 3 years, was continued for a further two years as a result of the Social Contract. As copies cost over $10 each to print, we will not be printing any more. The Collective Agreement is now available on the Carleton University Gopher service and was placed on the world wide web last fall. Departmental administrators and other employees should refer requests for agreements to the Personnel Department rather than CUASA. International Opportunities for Early Retirees At a recent meeting of the Canadian Higher Education Group (CHEG) of which Carleton is a founding member, the issue of finding appropriate human resources to participate in international projects and activities was raised. Opportunities in the international arena are likely to increase and vary from short term assignments to longer field placements. The Assistant Vice-President (International), D.R.F. Taylor, felt that it might be useful if Carleton built up a roster of interested individuals especially now with the large number of faculty who have recently and will be taking voluntary separation or early retirement. As University and higher education systems expanded overseas the need for experienced individuals will increase. If CHEG lands a major Work Bank, Asia Development Bank or Inter-American Development Bank contract funding would be available to support the participation of several faculty members. Even without a major contract opportunities often arise and are drawn to my attention by the private sector member of the CHEG consortium - Hickling Brothers. D.R.F. Taylor would be pleased to develop a roster of interested individuals, and at this stage would only need a brief resum‚. A second opportunity may arise if Carleton chooses to develop the delivery of courses and programs offshore. We have already experimented with this in Cuba and exciting new possibilities exist in both Mexico and Iran. The delivery could be by conventional methods (e.g. our experience with the M.A. in Economics with Cuba) or by distance education methods (e.g. our "campus in a box") or by a combination of methods. Concrete proposals for both Mexico and Iran will be brought forward in the near future. Those interested in being placed on such a roster should contact D.R.F. Taylor directly.
