CARLETON SIGNS AGREEMENT WITH CANCOPY ON COPYRIGHT For several years, the Association of Universities and Colleges of Canada (AUCC) has been negotiating with CANCOPY, the Canadian Reprography Collective to come up with a model licence to allow publishers to recoup some royalties on all the photocopying that is done in universities. A model licence was finally agreed upon in March and Carleton has signed a local version of this agreement that came into effect on August 1st. The agreement will run for two years. There are two parts to the agreement. The first part consists of a blanket licence to copy materials for use in teaching, administration, and research throughout the university community, in return for an annual fee of $2.50 per FTE student. No more than 10% of a work, or single chapter, article, poem, short story, etc. (whichever is greater) may be copied under this part of the licence. The second part of the agreement concerns materials that are copied for resale to students. Copying of this nature involves the payment of a 3.5 cent/page royalty to CANCOPY. Full details of what is copied must be reported to David Lawrence of Carleton University Press and arrangements must be made with CUP for payment of the fee. Limits under this part of the agreement are 15% of a work, or single chapter, article, poem, short story, etc., whichever is greater. CUP offers a coursebook publication service, through which collections of photocopies, professor's notes, etc., can be compiled into a soft-cover manual and sold through the Bookstore. Copyright clearance and the collection of the GST are looked after. Faculty members are strongly advised to use this service. Multiple copies made under either part of this agreement that are made for distribution to students must include a acknowledgement that they have been made under this agreement and that they are not to be recopied. Another type of copying covered by the agreement is the making of 35mm (or other photographic) slides from published material. There is a royalty fee of 50 cents/slide and a requirement to report the details to CANCOPY. Staff should contact CUP for details. The CANCOPY agreement covers a wide range of publications from several countries, but some materials are excluded. Certain publishers have refused to join CANCOPY and certain authors also wish to be excluded. Materials published only outside Canada, US, UK, France, Germany, Switzerland, Norway, Spain, Australia, Liechtenstein and Iceland are excluded. Also excluded are government publications (Crown Copyright) and publications designed to be consumed, such as workbooks and instructional guides. OCUA FUNDING REVIEW In early September, academic staff at all Ontario universities will be sent a newsprint copy of OCUA's Discussion Paper: Sustaining Quality in Changing Times, Funding Ontario Universities. Individuals may make a presentation at the hearing in Ottawa scheduled for Wednesday and Thursday, October 26 and 27, 1994 by notice three weeks in advance and are requested to submit thirty copies of their formal submission to the Council at least two weeks prior to the hearing. The following information is taken from information provided by OCUA to CUASA. Two of the three proposed models in the Discussion Paper are modifications to the existing funding system the third proposes a new system that would see universities enter into contracts with government for specific services and levels of performance in exchange for public funding. As part of the review, OCUA will also be examining a number of related issues, including accessibility, a stronger emphasis on undergraduate teaching, and the transfer of credits amongst universities and between universities and colleges. "To stimulate public discussion, we have described a number of pressures for system-wide change as well as some new funding models that might be considered in Ontario," says Joy Cohnstaedt (Chair, OCUA). "These models are not meant to be prescriptive, but rather examples of some of the alternatives that are possible." Approaches to Change OCUA has discussed a number of possible approaches that universities could consider in responding to these pressures. These include: * Using technological innovation, flexible scheduling, transition year and bridging funds, and joint university-college programs to enhance accessibility for under-represented groups and mature students. * Streamlining current curricula, rationalizing courses and re-introducing core curricula for first-year students to re-direct resources to maintain and improve the quality of the educational experience. * Reviewing the balance between teaching, research and community service with an intent to increasing the amount of time spent on teaching. In an independent survey conducted in 1986 which studies a teaching term, Ontario faculty reported working an average of 48 hours per week. Approximately 49 per cent of the time was spent on teaching, 26 per cent on research, 14 per cent on support and administration, and 11 percent on external community service during a teaching term. On an annualized basis, these proportions will change. * Restructuring the current system by enlarging departments to reduce administrative costs; rationalizing programs by cutting or merging and reducing program duplication; and tightening new program funding approval criteria to eliminate program proliferation. * Rationalizing professional programs through discipline reviews based on a study of societal needs, government-mandated financial cuts with institutional identification of program rationalization measures, and the provision of incentive funding.
