RETURN TO THE BARGAINING TABLE Following management's application for conciliation, the Steering Committee made a written appeal to the employer to suspend its application for conciliation in an attempt to create conditions that would allow negotiations to continue. When management failed to respond to this appeal, CUASA Council passed the following motion: Resolved that the CUASA Council: Deplores management's attempt to prepare the ground for a lock-out that will inflict serious long-term damage upon Carleton University. Reaffirms its full confidence in its bargaining team. Declares its commitment to a healthy and viable university, and its willingness to cooperate to maintain financial stability, on the basis of full and complete disclosure of the university finances. Resolved that the CUASA Council: Defers seeking a strike mandate from the membership pending management's timely response to our request for a commitment to return to binding arbitration or not to lock-out. On April 10, 1996, Dennis Forcese (President) and Steve Wilson (President- Elect) met with President Robin Farquhar and Vice-President (Academic) Les Copley and signed a memorandum of agreement. MEMORANDUM OF AGREEMENT In the interests of the continued well-being of Carleton University, the Carleton University Academic Staff Association and the Administration of Carleton University affirm their commitment to a negotiated settlement, and therefore have agreed to the following: *Until 17 May 1996, the Administration will suspend its application for conciliation and the Association will suspend its objection to conciliation and its allegation of bad faith bargaining. *Through intensive bargaining, they will endeavour to reach an agreement by 17 May 1996. During this period, by mutual consent, mediation may be employed in reaching an agreement. *Following this date, the parties may agree to extend the period of negotiations.
