Volume 26, No. 16 Editor: Mark Langer April, 1996. PROFESSIONAL EXPENSE ALLOWANCE Please note that all claims for the Professional Expense Allowance must be submitted by the last day of April, 1996. In past years of the current Collective Agreement, CUASA members could flip the unspent portion of their Professional Expense Allowance to the next year upon notification of their Dean/University Librarian. The employer has informed CUASA that members MAY NOT carry forward any unexpended funds as this is the last year of the current collective agreement. Academic staff should ensure that the proper documentation for their expenses is in their Dean/University Librarian's Office by April 30, 1996. UNIVERSITY OF WINNIPEG SETTLEMENT On March 13, 1996, the University of Winnipeg Faculty Association ratified a new agreement with the management of the university. Changes were made in provisions of the contract dealing with salary, pension and other areas. There will be no scale increases in either year of the collective agreement, and career development increments normally awarded in the beginning of April will not be implemented until about six months later. This means that while nominal salaries will rise, members will get only .62 of a CDI for 1995-96 and .55 of a CDI for 1996-97. Total salaries will be adversely effected by a "Days Off Without Pay Program". One teaching day will be taken off from the Fall 1996 term and one from the Winter 1997 term. Nine other days will be taken off without pay at the discretion of the individual faculty member, as long as they do not interfere with teaching responsibilities. This results in a 6.16% deduction from gross pay. Just prior to the ratification of the contract, management reneged on a letter of understanding in which they agreed to indemnify the faculty pension plan from any adverse affects of a new early retirement plan. Since a previous early retirement plan caused a loss of up to $1.3 million to the pension plan, this was a matter of some urgency to the Faculty Association. When the UWFA voted to strike over the issue, management agreed to mediation. UWFA and university management agreed to have a joint consultative committee review, evaluate and consider alternatives to processes in place to deal with programme redundancy, changes in non-academic priorities and financial exigency. At the end of tortuous negotiations, UWFA sent the follow warning out over the internet: "Beware all of you out there that are about to bargain -- there is a bottom line mentality in university administrations these days, and-they will do anything possible to blame faculty salaries and benefits for the financial state that the university is in. Brace yourself for the siege, marshall your arguments, and beware of any facts and figures constructed by Boards to suggest that faculty should pay for university deficits out of their pockets." CORRECTION In one of our previous issues the stipend for retired teaching was incorrectly listed. The correct minimum stipends are as follows: Full Credit: $8,770 Half Credit: $4,820 We apologize for any inconvenience this error may have caused.
