Volume 26, No. 19 Editor: Mark Langer June, 1996. FINAL OFFER SELECTION BINDING ARBITRATION On June 10, CUASA and the management met with the provincially appointed conciliator. Through the day there was some exchange of proposals. The last movement was made by CUASA. The day ended, however, with the conciliator concluding that it was not worth representing management's final response -- in effect, movement so minuscule that it was no movement at all. In accordance with the memorandum of agreement respecting binding arbitration, the parties then exchanged final offers for arbitration. The positions differ significantly. The formal offers are summarized below for your information. Employer Final Offer Benefit Plan Changes: reduction in level of benefits provided and 50/50 cost sharing of Dental and Extended Health Care Plan (-1.3% on total compensation) 5 Unpaid Leave Days (5/260 = 1.92% reduction in actual salaries) 2.9% scale reduction of nominal salaries CDIs (reduced by 2.9% in accordance with reduction in Assistant Professor floor from $39,620 to $38,480) CUASA's Final Offer Benefit Plan Changes: reduction in level of some benefits 4 Unpaid Leave Days (4260 = 1.54% reduction in actual salaries) 0% increase to nominal salaries CDIs (as in current collective agreement) The main areas where CUASA and the employer are apart are on the scale reduction to be applied to nominal salaries and on the level of benefit reductions. The parties are now engaged in setting up the arbitration process which is expected to take place before the end of July. Under Final Offer Selection Arbitration, the arbitrator will be asked to choose one of the two proposals listed above which will then be incorporated into the collective agreement. Housing notices will not be accepted over the phone. CUASA cannot guarantee the placement of notices.
