Carleton’s Institutional Impartial Policy

Carleton University is seeking input from the campus community on a proposed Institutional Impartiality Policy.

CUASA urges members to review the draft and share their feedback by November 7, 2025.

Please read CUASA’s letter to President Tettey which lists some of our concerns with the policy and calls on Carleton University to withdraw the “Policy of Institutional Impartiality” and to explicitly reaffirm its commitment to intellectual freedom as the foundation of teaching, research, and public engagement.

In the news on this topic please see – this CBC’s Ottawa Morning interview, as well as this article in the Charlatan, and this article in the Ottawa Citizen.

For more information on this topic please see CAUT’s Departmental statements and academic freedom and Policy Statement on Departmental statements and academic freedom.

Community Healing, Rebuilding and Belonging (CHRB) – Presidential & Provostial Task Force

CUASA recently received an invitation from Provost and Vice-President (Academic) Pauline Rankin to appoint a representative to the Presidential & Provostial Task Force on Community Healing, Rebuilding and Belonging (CHRB). You can read CUASA’s response to the invitation here.

The Task Force is set to begin its work on November 1, 2025, and provide recommendations by April 30, 2026. CUASA will keep members updated on the formation and work of the Task Force in future Communiqués.

Dean of FPGA’s Renewal – Request for Community Input

Carleton is currently engaged in a Decanal renewal process for Dean in the Faculty of Public and Global Affairs. Dr. Brenda O’Neill is seeking a second five-year term as the Dean of the Faculty of Public and Global Affairs. An Advisory Committee comprised of faculty, staff and students has been formed as part of the renewal process.

The Advisory Committee has invited the Carleton community to provide comments and views about Dr. O’Neill’s performance as Dean by end of day November 14 using this form. All comments received will be treated in strictest confidence and anonymized before they are shared with the Committee.

CUASA Investigatory and Appeals Committees

CUASA is seeking 7- 8 member volunteers to serve on the Investigatory and Appeals Committees. These committees address allegations of harassment between CUASA members that arise while they are engaged in Association activities. The Investigations Committee is comprised of 3 members of the standing committee, and the Appeals Committee is comprised of 3 different members for each case.

The policy of governing these councils is described under the CUASA Member Conduct Policy. New members will be trained on how to receive complaints, process complaints, investigate complaints, maintain confidentiality, and ensure procedural fairness. In addition, they will be trained on both the Investigatory Council and Appeals Council processes.

These committees are crucial for CUASA to continue to foster a safe, respectful and productive work environment. Please contact CUASA’s Nominations and Elections Chair, Xiao Huang at [email protected] if you are interested in volunteering or if you have any questions.

Know Your Responsibilities: Conflict of Interest and Conflict of Commitment *updated links*

CUASA would like to draw your attention to Carleton University’s Policy and Procedures Regarding Conflict of Interest and Conflict of Commitment. All members should review the policy, and complete and submit a Declaration of Conflict of Interest and Conflict of Commitment Form if they believe they may have a conflict of interest and/or a conflict of commitment as defined by the policy.

Members should note that under the policy, “The primary obligation to report their real, perceived or potential conflicts of interest and conflicts of commitment rests with individual employees.” All members are encouraged to carefully review the policy to ensure they understand their obligations, the potential consequences of any breaches, and the proper steps for reporting concerns or incidents.

If you have any questions about the policy or form, please contact CUASA’s Member Services Officers at [email protected] for guidance.
